Need For Rural Water Supply & Sanitation Sector Development
Approximately 70% of the population of Sri Lanka lives in rural areas and
the majority has no access to safe drinking water. This creates
serious health problems and as a result the quality of life of rural people
is affected. This is due to low priority given to the rural water
supply and sanitation sector and the inability and unwillingness of rural
communities to organise themselves to develop water supply and sanitation
facilities.
In order to address these issues the Government of Sri Lanka has
initiated a Rural Water Supply and Sanitation Project with the assistance of
the Asian Development Bank in the districts of Anuradhapura, Kegalle,
Puttalam, kalutara, Monaragala and Hambantota.
OBJECTIVES
The project covers a period of six years from 2000 to 2005
and implementation will be carried out in three batches of selected
Pradeshiys Sabha Divisions

IMPLEMENTATION METHODOLOGY
The project's approach to provision of water supply and sanitation is based
on "DEMAND RESPONSIVE" principle. The project responds to demand and need
expressed by the communities concerned. Accordingly, the communities will
be organised and prepared to make all decisions relating to planning and design,
construction and sustatainability of the completed facilities.
The project assists to:
- Improve the knowledge of communities of water and health.
- Construct new water supply facilities and rehabilitate and improve
existing facilities
- Construct new hand pump wells
- Construct new conventional shallow wells
- Construct rainwater harvesting systems
- Construct sanitary latrines
- Conserve environment and protect water source catchment areas
- Improve capacity of partner and community based organisations to implement
project activities and manage facilities provided.
PROJECT TARGETS

Provide water supply facilities to
approx 1000 GNDs, 47 small towns and 200 schools and health centres

Provide sanitation facilities to approx
87,000 households and 200 schools and health centres

Hygiene Education Programmes in all sub
project areas

Environment conservation activities in
all sub project areas

Improve existing urban water supply
facilities in Ranna, Wellawaya, Kalutara, Kegalla, Kakapalliya, Madampe,
Kekirawa and Anuradhapura.
