Western Central RSC was established in 2008 after dividing the Western RSC into three separate RSCs. As per the norm, a Deputy General Manager (DGM) heads the Western Central RSC. She is supported by an Assistant General Manager (AGM) and other managers in carrying out the RSC’s administrative and operational functions. This RSC has four regions: Priority; Colombo; Towns East of Colombo - North (TEC - N) and Towns East of Colombo - South (TEC - S). The O&M activities are under the respective regional managers. The most important RSC function is the O&M of water supply systems. The O&M of sewerage systems are handled by the Sewerage Division located in the Head Office. Other key functions of RSC are: (a) planning and design works related to local projects; (b) planning work related to large projects; (c) implementation of rehabilitation and augmentation works of the existing schemes; and (d) billing and revenue collection.

The operations of the Western Central RSC is monitored and supervised by the Additional General Manager (Western) who is stationed in Colombo Head Office. The day to day management of the RSC rests entirely on the DGM in-charge and all the managers are reporting to her following the hierarchical institutional structure. In general, various Divisions found in the Head Office are represented in the RSC as units. The strength and capacity of the respective units in the RSC depend on the degree of decentralization and willingness of the RSC to undertake additional responsibilities. For example the development of Planning and Design units of this RSC is not significant as they depend on the Head Office Planning and Design Division significantly for planning and design related matters. The Western Central RSC being located in Colombo allows them to obtain such assistance from the Planning and Design Section of the head office. This negates the need for significant development of the division.
