NRW Management and Construction Supervision Consultant for Greater Colombo Water and Wastewater Management Improvement Investment Program

The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has obtained the financial assistance from Asian Development Bank (ADB) under a multi-tranche financing facility (the Facility) for the Greater Colombo Water and Wastewater Management Improvement Investment Program (the Investment Program). GOSL intends to apply a portion of loan proceeds, under Project 1 and Project 2 of the Investment Program, to engage a Consulting firm of international and national consultants as the NRW Management and Construction Supervision Consultant (NRWCSC) (the Consultant) to assist National Water Supply and Drainage Board (NWSDB) (The Employer) in implementing project 1 and Project 2, under the Investment Program and managing a Non-Revenue Water (NRW) reduction program for the Colombo city water supply distribution system.

NRWCSC with the same expertise and qualifications will be required for both Projects 1 and 2, and will need to be engaged for about 48 months with a total estimated input of 435 person-months (International: 109 and national: 326). NRWCSC is expected to be mobilized by the Second quarter of 2016, and recruited by the NWSDB PMU (Project Management Unit) using the quality-and-cost based selection (QCBS 90:10) method in accordance with ADB’s Guidelines on the Use of Consultants (2010, as amended from time to time).Only the Consulting firm or Consortia, which have been in-cooperated in ADB member country and having valid membership in Consultant Management System (CMS) of ADB will only, be eligible to submit Expressions of Interest (EOI).
