The Development Section of National Water Supply & Drainage Board, headed by the Deputy General Manager (Development) is reported to the Additional General Manager (Policy & Planning). The Research & Development and GIS & Mapping Sections are reported to the Deputy General Manager (Development).


Main functions of the Development Division:

Development Works towards the service level upliftment of the NWSDB, with various activities related to Water and Sanitation Sector are main functions and Key areas are briefed below.

• Water Resource Security and Safety Development;

     i.  Coordination with Irrigation Department, Mahawali Authority, etc. on water extraction/ allocation requirements for
         future projects.
     ii.  Assistance for feasibility studies of river upstream, impounding reservoirs.
     iii. Preparation, updating, sharing and maintaining of the raw water quality data base in all raw water intakes, island wide. 
     iv. Water Safety Plan Activities as a Supporting Unit, for Water Treatment Plants in Western North, Sabaragamuwa and
         Southern, Regional Support Centres.
     v. Preparation of “Repositories” on Drinking Water Supply for Regional Support Centres.

• Contract Administration and Document Preparation for improvements in the head office and nearby offices and quartes.

• Institution Development Activities.

• Liaise with other relevant institutions for sector improvements

Introduction

It was a significant milestone for National Water Supply & Drainage Board to start the Mapping Section in the year 1980 with the objective of preparing and updating of maps especially for the water distribution network which carried them out manually by the technical staff. The GIS & Mapping Section was established in the present form in the year 2000 with the main objective of serving as the main agency in surveying, mapping and in geo-spatial activities having a particular responsibility in the organization.(These implementations were carried out under“Third Water Supply and Sanitation Project – Package C – Mapping Component : NWS&DB – funded by NORAD)

The GIS & Mapping Section plays a leading role in most of the geo-spatial and mapping activities within the NWS&DB. A few major contributions are surveys and mapping of water distribution network, digitization of as-built drawings and analogue drawings using latest techniques, upgrading same to a higher level of accuracy with the introduction of high accuracy Global Positioning System (GPS) and surveying consumer locations. It also contributed to the “Third Water Supply and Sanitation Project – Package C – Mapping Component (NWS&DB). It is significant that their contribution in capacity development activities and supply of technical expertise for geo-spatial activities, publishing the Spatial Data Model for NWS&DB, and also takes initiatives towards building up of Spatial Data Infrastructure( SDI ) and GIS for NWS&DB.

Further, the GIS & Mapping Section is enriched,equipped with the latest technology in the field of geo-spatial information handling and management. At all the times, it does research and development work in exploring geo-spatial science and technology to cope up with the rapid changes in new technology that contributes for the improvement of the organization and country’s development towards the well being of the nation.

The GIS & Mapping Section consists of the Engineering Services and Mapping Services branches.They are responsible for the development of Geographic Information System for NWS&DB. Other main duties include creation of ArcGIS maps for NWS&DB and for other organizations when requested. The GIS & Mapping Section is also responsible in storing and maintaining GIS maps of the water distribution network as well as the Sewer Network of NWS&DB.

The process sets the scene for promoting a culture of integration and collaboration within NWS&DB and its leadership and commitment has the potential to ‘pave the way’ for new approaches to the way geo-spatial activities are conducted in the NWS&DB arena in the future.

Ground Water Section in the National Water Suppy and drainage Board has been functioning since late 1978. At present the section is operating with the regional RSC set up with direct technical support from the Assistant General Manager (Groundwater) office which is under super vision of DGM(Development) and Addl. GM (Policy & Planning). There are nine regional Grounwater offices for the nine provinces of the country.

 Main activities and services of the Groundwater section are:

  • Hydrogeological and geophysical investigations for ground water sources, bed rock levels, saline intrusions and various purposes of underground activities.
  • Construction of water wells (deep and shallow) using various methods for ground water extraction, well development and supply and installation of Hand pumps and Iron removal plants.
  • Conducting of pumping tests for recommendation of ground water extraction.
  • studies on ground water problems, hydrogeological mapping, groundwater management and environmental impact assessments.
  • Implementation of the national policy 3Tier maintenance system for Hand pumps Tube Wells.
  • Training of NWSDB staff and outside parties/ personals in connection with various aspects of ground water activities

Online Groundwater Level Measurements


Groundwater levels measurement is very important tool for Groundwater Studies and Management. Online Groundwater levels measurement through Data Loggers and GPRS system is latest technique of Groundwater levels measurement.

Groundwater Section of the NWS&DB initiated of measuring Groundwater levels Online through Data Loggers and GPRS system in two numbers deep boreholes in Buttala and Maligawila areas in Monaragala district.

After the independence of Sri Lanka, then governments had taken several efforts to provide drinking water facilities, specially, the Rural Water Supply activities were implemented at the divisional levels through the Local Authorities. The common dug wells and small scale pipe borne water facilities were constructed during that period.

However, in our country, the great involvement for the Rural Water Supply was commenced after the declaration “Global Water Decade” in 1980. Subsequently, there were several efforts taken by the NWSDB, Government Institutions and Non Governmental Organizations to improve the Rural Water Supply and Sanitation system. As a result, it has been believed that around 4,000 Rural Pipe Borne Water Supply Schemes have been implemented all over the country through several projects and most of the schemes are managed by the beneficiary community. However, in some of the schemes, it has been observed that there are difficulties in its effective function and its sustainability too.

Therefore, after a long study, the action has been taken to establish the Rural Water & Sanitation (RWS) Units by using the existing institutional setup of the NWSDB to ensure the sustainability of the existing Rural Water Supply systems. Initial steps have been taken to establish the above units in 19 districts and it will expand to other districts in due cause.

The Planning and Designs Section is responsible for handling all the design works and engineering planning of distribution system.

Laboratory Services of National Water Supply and Drainage Board

National Water Supply and Drainage Board Laboratory services are structured as given bellow,

Each laboratory is under the direction of a Chemist with technical coordination and consultation being provided by an Assistant General Manager (Laboratory Services).


Central Laboratory

Central Laboratory functions as the Center for Water Quality Control. It serves as monitor for the activities of all levels of laboratories.
The Central Laboratory Services implements its sampling and analytical schedule as initiated by the AGM (Laboratory Services). It engages mainly operational monitoring and verification monitoring of water quality, research programs and promotes training. It functions as an active laboratory in water (microbiological, chemical, physical and toxic) wastewater, water treatment chemicals (alum, hydrated lime, bleaching powder, polyaluminium chloride, powder activated carbon & polyacrylamide compounds) heavy metals, volatile organic compounds including pesticides and filter media disciplines. Central laboratory acts in an advisory capacity to process control and serve as the processing center for Analytical data to provide higher management levels in the organization.

Sri Lanka Accreditation Board for Conformity Assessment declares that Central laboratory of National Water Supply & Drainage Board having been found to comply with the accreditation criteria for testing laboratories as described in ISO / IEC 17025 : 2005, has been accredited as a testing laboratory under the field of chemical testing for water treatment chemicals; alum and hydrated lime.

Atomic Absorption Spectroscopy (AAS)

  

Atomic absorption spectroscopy (AAS) is a spectroscopic analysis technique that determines the concentration of a particular element in a sample by atomizing the contents of the sample and measuring the absorbance of a wavelength specific to that particular element in the gaseous state.

 

INDUCTIVELY COUPLED PLASMA OPTICAL EMISSION SPECTROMETER (ICP-OES)


 

 

This is emission mode of spectroscopy and it’s performed to identify and measure a range of chemical elements.





 

 

 

  



 

Microbiological Testing



Enumeration of algaes and cyano bacteria are being conducted under this section. In addition to that this is used to observe pathogens and other microbial organisms in wastewater and other water samples in critical situation.

 

Microbiological Laboratory

Total Coliform Escherichia coli test
Membrane filter method and Colilert method are used to detect and count of Escherichia coli and Coliform bacteria. (SLS 614:2013 / SLS 1461 part 1 section 1 and section 2)

 

Total Plate Count

Total Plate Count analysis is the calculation of the number of bacterial colonies present in the sample with dilution as needed.

Regional Laboratories

The regional laboratory functions as a field unit with the capability of performing routine microbiological and chemical analyses. The laboratory implements its sampling and analytical schedule initiated by the Regional Chemist. It is responsible for operational monitoring and verification monitoring by engaging with water safety plans to maintain to assure the water quality. An active quality assurance programme is maintained. In addition to that, certain water testing methods have been developed according to the regional water quality issues.

Plant Laboratories

This unit provides the basic data relative to those parameters specified by upper level laboratories. The water treatment plant officers maintain the selected sampling points throughout the system with the coordination of Chemist for the process control of water treatment process. These laboratories are mainly responsible in operational monitoring.
