A Deputy General Manager (DGM) heads the Western North RSC with an Assistant General Manager (AGM) providing support in running the RSC unit. The O&M activities are divided by regions namely the Gampaha Region and the Towns North of Colombo (TNC) region and are managed by two different regional managers. The principal RSC functions are to provide necessary support to the two regional offices in the day to day O&M activities and to provide help and guidance in the ongoing scheme rehabilitation, and augmentation work.

The O&M managers report to the DGM through the AGM and all RSC functions are monitored by the Additional General Manager for Western Zone. The RSC provides services to the regional offices only within their capacity; any additional help as necessary is obtained from the head office (HO) through the respective Additional General Manager.

The North Western RSC is established in year 2008. As per the NWSDB organization structure a Deputy General Manager ~(DGM) is heading the RSC. He is supported by Assistant General Manager~(AGM) for developing works and Manager for Operation & Maintenance works.
The following are the main duties carried out by this RSC;

  • The Work related Local Capital Budget Projects are done by the Planning & Design Division.
  • Preparation and coordinating the Large Scale Foreign Funded Projects are done by the Sector Planning Division.
  • Rehabilitation and Augmentation of Existing Water Supply Schemes are carried out by O&M Division.
  • The Construction Work related Local Capital Budget Projects are supervised by the Construction Division.
  • Billing and Revenue Collection are done by Commercial Section under Manager~(O&M).
  • E&M Division for E&M Works Design and Construction Supervision.

The day to day activities are carried out under the DGM. The Manager~(O&M) and DE~(Kurunegala) Office are also located in the same premises of DGM Offices and DE~(Puttalam) is located in Puttalam

A Customer Satisfaction Survey was initiated to develop the CSI (Customer Satisfaction Index) within the RSC

 Productivity Development Programme was initiated in RSC(NW) as per the instructions given by the General Manager and necessary arrangements made to apply National Productivity awards in 2014 (Application submitted on June 2015) .Five applications were submitted by Regional Support Centre (NW), Ground Water Office (Wariyapola) ,Regional Lab(Kurunegala), Narammala Water Supply Scheme & Wariyapola Water Supply Scheme.

At the competition following awards were received in December 2015.

The Services rendered by North Western RSC of N.W.S.& D.B. for patients suffering from kidney disease in Kurunegala district

The data bank of the Department of Health reveals that the no. of CKDu patients in 11 no. of MOH divisions in the Kurunegala district is increasing rapidly. The quality of drinking water could be a major component for the increase of CKDu patients. Hence the N.W.S.& D.B. has initiated no. of projects in these areas.
• In the Polpithigama and Maho MOH divisions, 252 kidney patients have been provided with 250 no.s of Rain water collecting tanks with capacity of 2000 L.
• 25 no.s selected schools in the above areas have been provided with 41 Rain water collecting tanks with capacity of 5000 L.
• Work has commenced for restoring hand pumps and extending the distribution line to supply water from the Maho WSS to these affected areas.
• In addition to this we have lounged a joint programme along with the DHS office in Kurunegala to monitor the quality of drinking water sources (Dug wells) of these affected areas namely Polpithigama, Giribawa and Galgamuwa.

 

The major task of the Sector Planning section is preparation of proposals for new projects to improve the water supply coverage in the North Western Province. Apart from that, the section has planned and achieved following goals.

*Preparation of water supply coverage maps of existing as well as proposed schemes

*Preparation of a database of water supply coverage details about GN Divisions in North Western province

There are major schemes to prepare pre-feasibility reports by the sector planning section of North Western since the availability of water is limited. They can be classified as foreign funded & local funded projects. Except these two categories, still there are few schemes for which no any fund identified yet.

PAC approved projects are Galageda –Mawathagama, Alawwa-Polgahawela, Melsiripura, Galagamuwa, Pannala-Makandura –Kuliyapitiya, Deduruoya, Hiripitiya-Ganewatta in Kurunegala District & Anamaduwa, Dankotuwa, Kalpitiya & Towns South of  Puttlam in Puttlam District.

By implementing   all the above proposed projects, the water supply coverage will be increased up to 67% in Kurunegala District & 81% in Puttalam District.

North Central Region (Anuradhapura and Polonnaruwa Districts)

North Central Region of the National Water Supply & Drainage Board (NWS&DB), which includes Anuradhapura and Polonnaruwa Districts, is headed by the Deputy General Manager (North Central). Regional Support Centre (North Central) has been established to provide the necessary technical and non-technical support for the activities of Operation and Maintenance (North Central) section and as well as to undertake the development activities related to new water supply projects in North Central Province. The development activities of the RSC(NC) are performed under the guidance of Assistant General Manager (North Central) and the responsibility on Operation and Maintenance activities are borne by the Regional Manager (North Central). Functions of RSC(NC) are monitored by the Additional General Manager (Northern/Central) in Head Office.

 The Sabaragamuwa Province is located on the South-Central region of the island and it is made up of the two administrative districts namely, Rathnapura and Kegalle. This province is made up of mountain ranges valleys, streams and rivers. Both these Districts are strictly agricultural with tea, rubber, paddy and coconut plantations making up their major income generating enterprises. However much agrarian oriented these Districts are, the District of Rathnapura has maintained a reputation from historical times, the world over, for the wealth of gems. The Sabaragamuwa Province is the eighth largest province of Sri Lanka boasting a population of 1,919,487 spread out over a land mass 4900 sq km in extent. Area wise Kegalle District covers 1,663 sq km while Rathnapura District is 3,237 sq km. Rathnapura District located at an elevation of 500ft above sea level, and is the administrative capital of the Sabaragamuwa Province about 100km from Colombo. Kegalle District might even be considered the gateway to the central hills of Sri Lanka and the western region of the Kegalle district is less than 500 ft from the sea level with the eastern region lying 1000ft above the sea level. The Sabaragamuwa Regional Service Support Center (RSC) of NWSDB was established in 2008. After reorganizing the RSC in line with provincial boundaries, it was decided to have a separate RSC for Sabaragamuwa. As is the requirement a Deputy General Manager (DGM) heads the RSC. He is supported by an Assistant General Manager (AGM) and other managers in carrying out the administrative and operational functions. The most important of the RSC functions is the Operation and Maintenance (O&M) of water supply schemes. Other key functions of RSC are: Planning and Design work related to Local Projects; Planning work related to Large Scale Projects; Implementation of Rehabilitation and Augmentation work of the existing schemes; Water Resources Management at the regional or local level; as well as Billing and Revenue collection. Its major task is to provide safe drinking water using new technology and a growing water distribution network. Naturally, Sabaragamuwa province is made up of mountain ranges and therefore providing pipe borne drinking water facilities to hilly areas is a huge task. However, as of the development of RSC Sabaragamuwa, more than 100,000 families are now provided with safe drinking pipe borne water with covering most of the major cities with higher population density. The RSC Sabaragamuwa is providing safe drinking water to the community with 12 major water supply schemes in Ratnapura district and 11 major water supply schemes in Kegalle district. Among these water supply schemes, some water treatment plants are newly built automated plants with latest technologies and operations are done with SCADA systems. However, most of the water treatment plants are manually operated full treatment plants and also there are some partial treated water supply schemes within the region. The National water supply and drainage board is investing Millions of money to building new water treatment plants with better systems. These all investments are being doing to provide a better service with good quality water with adequate quantity to the each citizen within the country. Accordingly, capacity of the existing treatment facilities has been increased by additional 13,000m3/day. However, the distribution system was not included to the project due limitation of funds. Hence, laying of the distribution system of Greater Ratnapura water supply project has been planned using the Local bank funds. Approximately 200km of pipes will be laid by the project and the estimated total cost is Rs. 2,777 Million.  Pipe lines will be laid up to Meneripitiya along the Ratnapura-Colombo road and upto Millakade along Ratnapura-Panadura road. In addition pipes will be laid along all the by roads in the area. Total number of beneficiaries from the project is 80,000 and it will cover 25 GNDs.   Water Supply & Sanitation Improvement Project (WaSSIP) The construction works under Water Supply & Sanitation Improvement Project (WaSSIP) were started to provide safe drinking water to the rural community under World Bank funds. Under the Rural Water Supply component of the project Epalapitiya, Ganepalla and Garagoda Water supply schemes were completed serving 236, 563 and 36 households respectively and the cost is around Rs. Million 92.5. And also 41% of the overall physical progress has been achieved in the Urban Water supply component of the WaSSIP Project, Greater Galigamuwa WSS. The project consists of construction of 9000 m3/day capacity water treatment plant, transmission and distribution system with service reservoirs covering 29 Grama Niladhari Divisions serving 45,012 people. The total cost of the project is Rs. Million 2,300.  ලෝක ජල දිනය - 2017 ලංකාවේ බොහෝ ප්‍රදේශ ජල හිඟකමින් පෙලෙන ප්‍රදේශ වේ. තමන්ගේ ජීවන ක්‍රියාවලිය සාර්ථක කර ගැනීම පිණිස නියමිත කලට ජලය ලැබෙන තෙක් මෙහි මිනිසුන් බලා සිටියි. ඉදිරියේදී මිනිසාට මුහුණ දීමට සිදුවන ප්‍රධානතම අභියෝගය වන්නේ පානය සඳහා පිරිසිදු පානීය ජලය සොයා ගැනීමයි. ඒ අනුව නුදුරේදීම මිනිසාට ජල අර්බුදයකට මුහුණ පෑමට සිදුවේ. ඒ අනුව මෙම අභියෝගයට මුහුණ නොදීමට අප වග බලා ගත යුතුව ඇත. එසේ නම් ඒ සඳහා අප සියලු දෙනා එකසේ ඇත්වැල් බැඳගත යුතුව ඇත. ඒ නිසා එම කාර්යය පිළිබඳව පාසැල් සිසුන් දැනුවත් කර ඒ හරහා ජල පරිභෝජනය කළ යුතු ආකාරය සමාජගත කළ යුතුවේ. ජලය පණ මෙන් රැක ගැනීමේ පණිවිඩය ලොව පුරා ව්‍යාප්ත කිරිමට සුදුසුම මාධ්‍යය වන්නේ පාසැල් දරුවන්ය. ලෝක ජල දිනය තවත් එක් දිනකට පමණක් සීමා නොකොට ජල සංරක්ෂණය ජීවන පුරුද්දක් බවට පත් කරවීමේ අරමුණින් ජාතික ජල සම්පාදන හා ජලාපවහන මණ්ඩලයේ සබරගමුව ප්‍රාදේශීය සහය සේවා මධ්‍යස්ථානයේ මූලිකත්වයෙන් ඇඹිලිපිටිය අධ්‍යාපන කලාපයේ සියලුම පාසැල් අතර චිත්‍ර හා රචනා තරඟයක් පවත්වන ලදී.  ඒ අනුව 2017 මාර්තු 17 වන දින ඇඹිලිපිටියේ මහවැලි බුද්ධි මණ්ඩප ශ්‍රවණාගාරයේදී ඉතා උත්කර්ෂවත් අන්දමින් මෙම වැඩසටහනෙහි ජයග්‍රාහක ශිෂ්‍ය ශිෂ්‍යාවන් හට තිළිණ හා සහතික පත් ප්‍රදානෝත්සවය හිටපු ජනාධිපතිනි චන්ද්‍රිකා බණ්ඩාරනායක කුමාරතුංග මැතිණියගේ ප්‍රධානත්වයෙන් හා දේශපාලන අධිකාරියේ සහභාගීත්වයෙන් ද නගර සැලසුම් හා ජලසම්පාදන අමාත්‍යාංශයේ, ජල සම්පාදන මණ්ඩලයේ, සියලු රාජ්‍ය ආයතන නිළධාරින්, ප්‍රජා මූල සංවිධාන නිළධාරින්, පාසැල් ගරුභවතුන් ශිෂ්‍ය ශිෂ්‍යාවන් හා මහජනතාවගේ සහභාගීත්වයෙන් පවත්වන ලදී.               
Awareness programmes for school children  The water is one of the most important natural resource in the world. However, population continues to grow and people are putting ever-increasing pressure on the planet's water resources.  Humans are the main cause of water pollution, but it is our duty to protect this natural resource. One of the best methods to protect water from the pollution is, aware the society regarding the negative aspects of water pollution.  To make that move success, RSC (Sabaragamuwa), National Water Supply & Drainage Board had commenced awareness programmes for school children to inform them regarding the importance of protecting natural water resources. The main purpose of these programmes is to deepen awareness and understanding regarding negative aspects of water pollution among school children such that it will be beneficial to both the students and the society in the short term as well as the long term in regards of protecting natural water resources. Charity Programme in Pothupitiya Rural Hospital The Staff Welfare Society of RSC (Sabaragamuwa) had organized a charity programme on 02.02.2019 in Pothupitiya rural hospital to uplift its facilities. In this programme, Staff Welfare Society of RSC (Sabaragamuwa) had organized a shramadana campaign in hospital premises. The hospital beds, cupboards and other equipment were cleaned and & painted. The hospital surrounding also well cleaned and arraigned pleasantly by performing some landscaping activities. And also Staff Welfare Society of RSC (Sabaragamuwa) had donated some essential equipment to the Pothupitiya rural hospital and those items are worth more than Rs. 250,000. These equipment were requested by the hospital staff and they will be really helpful for uplift the service of the hospital.   The event was organized under the supervision of DGM (Sabaragamuwa) and all of these activities were conducted by the participation of staff of RSC (Sabaragamuwa). The hospital staff and volunteers from Pothupitiya village also participated to this event to make this event success.                        
අංගම්මන ජලාශය පිරිසිදු කිරීම (2019.03.01) ජාතික ජලසම්පාදන මණ්ඩලයේ රත්නපුර දිස්ත්‍රික් සියළුම සේවකයන් තම එදිනෙදා රාජකාරියට පරිබාහිරව රත්නපුර පාරිභෝගික සැම වෙනුවෙන් රත්නපුර ජල පිරිපහදු මධ්‍යස්ථානයට ජලය ලබාගන්නා වැව් හා එය අවට පරිසරය පිරිසිදු කිරීම හා නව ශාක රෝපණය කිරීම 2019.03.01 දින විශාල පරිශ්‍රමයක් දරා සිදු කර ලදී. (ඇහැලේපොල වැව හා මඩලාදෙනිය වැව ඇහැලේපොල අධිකාරම් තුමා එදවස බටුගෙදර කුඹුරු ගොවිතැන් කටයුතු සඳහා අවශ්‍ය ජලය ලබාගැනීමට ඉදිකර ඇත.) මෙම කාර්යය සාර්ථක කරගැනීමට සහාය දැක්වූ, රත්නපුර දිස්ත්‍රික් ප්‍රාදේශීය ලේකම් තුමි ඇතුළු නිලධාරීන් පිරිසද පුරාවිද්‍යා නිලධාරීන් දපරිසර අධිකාරී නිලධාරීන් දරත්නපුර නගර සභා නිලධාරීන් දශ්‍රි ලංකා පොලිසියේ නිලධාරීන් ද ගැමුණු හේවා බලකායේ නිලධාරීන් දඇතුළු සියළු දෙනාටම ස්තූතිය වන්ත වන්නෙමු...            රුක් රෝපණ වැඩසටහන ජන ගහන වර්ධනය හා සීඝ්‍රයෙන් සිදුවන නාගරීකරණය වැනි හේතු සාධක හේතුවෙන් ජල ඉල්ලුම ඉතා සීඝ්‍රයෙන් ඉහළ ගිය ද ඊට සාපේක්ෂව සිදුවන ජල පෝෂක ප්‍රදේශ දූෂණයට ලක් වීම සහ විවිධ ස්වභාවික හා මානව ක්‍රියාවලීන්ගේ බලපෑම නිසා ජල දූෂණය ද දිනෙන් දින ඉහළ යයි. එම හේතුවෙන් මිනිසාට පිරිසිදු පානීය ජලය ලබා ගැනීමේ දැඩි අවධානම් තත්ත්වයකට නුදුරේදීම මුහුණ පෑමට සිදුවේ. මෙම ගැටලුව වටහා ගත් සබරගමුව ප්‍රාදේශීය සහය සේවා මධ්‍යස්ථානය මඟින් ජල පෝෂක ප්‍රදේශ පිළිබඳව ඉතා සංවේදී වී රුක් රෝපණ වැඩසටහන් බොහෝමයක් මේ වනවිට ද සිදුකර ඇති අතර ඉදිරියේදී ද සිදු කිරීමට සැලසුම් කර ඇත. ඒ අනුව 2016, 2017, 2018 යන තෙවසර තුළ විවිධ පැළ වර්ග 15,000/= ක් පමණ සිටුවා ඇත. ඇහැලියගොඩ ජල සම්පාදන ක්‍රමයේ බිසෝදොල ජල පෝෂක ප්‍රදේශය තුළ මී, දොඹ, හල්මිල්ල, කුඹුක් වැනි වටිනා පැල වර්ග 650 ක් පමණ සිටුවන ලදී. පැල්මඩුල්ල ජල පෝෂක ප්‍රදේශය වන කිරිඳි ඇල්ල තුළ ඉහත වර්ග වලින් පැල 2000 ක් පමණ සිටුවන ලදී. මේ සඳහා ජල සම්පාදන මණ්ඩලයේ හා පැල්මඩල්ල ප්‍රදේශයට අයත් සියලු රාජ්‍ය ආයතන නිළධාරින් සහභාගී වන ලදී. නිවිතිගල ජල සම්පාදන ක්‍රමයේ ජල මූලාශ්‍රය වන වටාපොත පැල 450 ක් සිටුවන ලදී. මෙම වැඩසටහන ලෝක ජල දිනයට සමගාමීව මණ්ඩලයේ නිළධාරි මහත්ම මහත්මීන්ගේ සහභාගීත්වයෙන් සිදු කරන ලදී.  කහත්ත ජල සම්පාදන ක්‍රමයේ ජල මූලාශ්‍ර වන මනංදොල හා වේ ගඟ ජල මූලාශ්‍ර ආශ්‍රිතව විවිධ වර්ගවල පැල  2000 ක් පමණ රෝපණය කරන ලද අතර මේ සඳහා කැළණිය විශ්ව විද්‍යාලයේ වෛද්‍ය පීඨ සිසු සිසුවියන්, කහවත්ත විහාරස්ථානයේ ස්වාමීන් වහන්සේලා හා ජල සම්පාදන මණ්ඩලයේ නිලධාරින්ගේ සහභාගීත්වයෙන් ඉතා සාර්ථකව පවත්වන ලදී. මීට අමතරව ප්‍රජා මූල සංවිධාන සඳහා ද රුක් රෝපණ වැඩසටහන් පවත්වන ලදී. හන්ඳුරුකන්ද ප්‍රජා මූල සංවිධානයේ ජල පෝෂක ප්‍රදේශය වන කිරිබත්ගල රක්ෂිතය තුළ ගම්වැසියන්, රාජ්‍ය නිලධාරින් හා මණ්ඩලයේ නිළධාරින් සහභාගීත්වයෙන් පැළ 1000 ක් පමණ සිටුවන ලදී.  පුවක් පැළ සිටුවීම - ඇහැලියගොඩ / කිරිඳිඇල්ල / බලංගොඩ / කහවත්ත (2016,2017)            රුක් රෝපණ වැඩසටහන - කහවත්ත / පැල්මඩුල්ල / නිවිතිගල / ඇහැලියගොඩ / කිරිබත්ගල (2017)
