In August 2009 the North RSC functions were completely separated from the other RSCs and a DGM was appointed. An AGM was also put in place to provide support in running the RSC. O&M activities come under Jaffna Region and are managed by a regional manager. The main RSC functions are to provide necessary support to the regional office in the day to day O&M activities and to provide help and guidance in the existing scheme rehabilitation and augmentation work.

The O&M manager reports to the AGM. All RSC functions are monitored by the Additional General Manager for North & Central. The RSC is providing services to the regional offices within their capacity. Any additional help, if necessary is obtained from H/O through the respective Additional General Manager.

As this is a newly setup unit and due to the extraordinary situation that has prevailed for nearly three decades, the coverage of NWSDB in the North is limited. There are some medium scale schemes operational in Vavuniya and Mannar district. All other schemes in North RSC are very small scale water schemes.

The NWSDB is now taking steps to establish the North RSC as an independent unit, providing it with support in order to be able to widen and improve the services to the consumers in the North.

A Deputy General Manager (DGM) heads the Eastern RSC with the support of an Assistant General Manager (AGM). Operations and Maintenance (O&M) activities are divided into four regions namely Trincomalee, Ampara, Batticaloa and Akkaraipattu Region and are managed by four different regional managers. Mainly the RSC functions are to provide necessary support to the four regional offices in the day to day O&M activities and to provide help and guidance in the existing scheme rehabilitation and augmentation work.

Trincomalee O&M Manager directly report to DGM and all other O&M Managers report to the DGM through the AGM and all RSC functions are monitored by the Additional General Manager. The RSC provides services to all regional offices within their capacity, any additional help is obtained from the head office (HO) through the Additional General Manager.

Inspite of having functioned for a long time, the RSC still lacks capacity specially in some technical services, such as planning and design activities, electromechanical works etc. This is primarily due to lack of technical staff and other resources. The main reasons for the shortage of staff are the geographical location and the lack of quarters facilities which has made it very difficult for the RSC to appoint the required skilled personnel as only a few are willing to come and work in the area.

Regional Support Centre (UVA) was established on 29.04.2011 headed by a Deputy General Manager under the direction of Hon. Minister of Water Supply & Drainage. Earlier it was functioning under the Regional Support Center (Subaragamuwa). Uva province comprises of two districts namely Badulla and Moneragala. Under the supervision of Deputy Genereal Manager Regional Support Centre (DGM-RSC), Regional Office, Bandarawela and Regional Office, Moneragala are functioning with 22 water supply schemes and 11 water supply schemes respectively.
