Dear Sirs


The registered suppliers are requested to comply with the following rules and regulations stipulated by the National Water Supply & Drainage Board in respect of quotations.

  1. Quotation should be submitted under sealed cover. Quotation number, time and date of closing should be clearly indicated on the top left hand corner of the envelope. Please use separate covers for different quotation numbers. Quotations may be placed in the Box provided for the purpose at Supplies Section by Registered Post.
  2. Wherever the offered item is imported, the Country of Origin and Brand Name, if any must be indicated.
  3. Samples and literature of items offered, wherever applicable, shall be provided.
  4. Suppliers who fail to quote for three consecutive occasions in response to the enquiries, will be deleted from the Register of Suppliers.
  5. Normally, quotation will be called from the registered suppliers. But the Board reserves the right to obtain quotations from other suppliers as well whenever necessary.
  6. The Board reserves the right, to accept or reject any quotation in part or in full irrespective of whether prices are the lowest or not.
  7. Bid Bonds
    1. In the case of quotations where the value exceeds Rs. 100,000.00 a Bid Bond should accompany the quotation to the value of 1% -2% of total value. Bid Bond should be valid for 90 days.
    2. Collective Bid Bonds are permitted provided supplier agrees to such Bonds being retained by the Board until all the quotations covered by such Bonds are finalized.
    3. However, collective Bid Bonds should not be sent in respect of quotations where closing dates fall on different dates.
    4. As soon as quotations are finalized, Bid Bond will be returned to suppliers with the exception of the successful suppliers to whom the Bid Bond will be returned after a Performance Bond is received.

8.    Performance Bond

    1. Performance Bond will be required from the successful supplier to a value of 10% of the total value on any purchase exceeding Rs. 250,000.00. Performance Bond should be valid for 90 days unless otherwise specified on award.
    2. The successful supplier on each quotation will be informed by way of Letter of Award (Applicable only to quotation where the value exceeds Rs. 100,000.00 and a Purchase Order for value less than 100,000.00) on receipt of the Letter of Award the successful supplier should make immediate arrangements to submit the Performance Bond.  And the bid bond will be released thereafter.
    3. In the event of the successful supplier failing to submit the Performance Bond after receiving the Letter of Award within the stipulated time, the Bid Bond will be forfeited if the supplier fails to supply the items or services within the delivery period to compensate for damages caused to the Board.
    4. On receipt of a Purchase Order/Letterof award, the successful supplier should comply with the requirements specified therein such as delivery of goods or supply of services to the required specifications and standards. Failure on the part of the supplier to comply with these requirements shall constitute sufficient grounds for annulment to the Purchase Order and forfeiture of the Performance Bond.

9.    General Instructions

    1. All supplies should always conform to the International Standards and suppliers should indicate on the “Quotation Form”  the standard offered. Specific standards will be stipulated on Quotation Form wherever necessary. The National Water Supply & Drainage Board always expects the registered suppliers to quote for material, which conform to acceptable International Standard. Any material, which does not meet the standard set by this Board, will be rejected.
    2. In cases where samples are required and approved, the supplier should deliver the materials in strict accordance with the samples submitted by them.
    3. The deliveries must be made within the validity period stipulated on Purchase Order/Letter of award. Only on proven unavoidable circumstances the extension is required a letter must be forwarded to the Deputy General Manager (Supplies & Materials Management ) to that effect, prior to the lapsing of validity of order.
    4. Extensions will not be considered under any circumstances on Purchase Order where validity periods have already been extended more than thrice.
    5. Name of suppliers who fail to deliver material completely even after three extensions of validity are granted as per under 9 (d) above, in response of their request and at the discretion of the National Water Supply & Drainage Board, will be deleted from the Register of Suppliers. Names of Suppliers, who do not request extension, although delivery dates have lapsed on the orders awarded to them will be treated as defaulted Suppliers and will be deleted from the Register of Suppliers without notice.
    6. The suppliers who default, delay, dishonor the awards made by National Water Supply & Drainage Board or deliver inferior quality products on Purchase Orders will be blacklisted and their names will be intimated to all Government Institutions.
    7. In addition to the above General Instructions, the Board will apply further instructions any conditions as and when necessary wherever quotations are invited.

10.    Advance Payment

Supplier’s who offers credit facilities on the applications for registration but demand advance payment when Purchase Order are sent to them, will also be deleted from the Registration of Suppliers, if they
fail to satisfactory reasons for their demand. However suppliers, may indicate their terms of payment for consideration at the time of quoting.

11.   Suppliers are requested to closely follow above rules and regulations in this Circular No : DGM/S/A1/20/2022/2023. All registered suppliers are strongly advised that their quotations throughout the year              2022/2022 shall be governed by the rules and regulations stipulated in this circular.

Stepping to yet another milestone in the NWSDBs history, the GKWSP has been growing their conceptual mindsets by reawakening core values of water conservation policy into a feasible, workable action.  In this approach, the public awareness program was simulated as a lecture session delivering to an intellectually sounding audience of a University Campus. The officials of GKWSP had chosen a veteran stage drama artiste, Jayalath Manorathne to take the role of an academic resource person to be in charge of a mentor during the session.

The lecture is initiated with a sensible narration, describing the value of drinkable water which is not in abundance when compared to salt concentrated water available elsewhere in seas and oceans. The piece of documentary emphasizes that 71% of earth surface stands as the hydrosphere, is occupied with water. Out of that area, 95% of the said volume is salty in taste, which is considered unusable. The most pathetic case is that, only 2.5% of the hydrosphere is available for human consumption remains in scarcity, is falling to devastation due to man-made pollution.

The 2nd phase of the lecture starts with an interactive approach and leads to a comprehensive content while receiving optimistic view points. This heartwarming explanations delivered are very instrumental in the motivation of the learned audience that promotes the use of superior quality, branded and standardized (ISO) pipes and fittings for achieving “absolutely zero wastage”. The mentor concludes the session, submitting a valuable fact. If we can conserve the water we may not be spending millions worth of funds for the construction of new plants. And the conserved quantity of water can be distributed to millions of potential consumers awaiting for drinking water.

GKWSP officials of Central region launched their next episode of public awareness series successfully staged by the Peradeniya Campus-based street drama troupe. In the year 2015, the theme initiated with ‘balan kadatura hara dase’, followed by launching the Professional plumber training workshop with the technical collaboration of NVQ authorities. In order to deliver the theme to the next horizon, they produced ITN Coffee Table discussion for the sake of “Prevention of water wastage at consumer premises by means of skilled craftsmanship and SLS certified pipes and fittings’.

So far GKWSP had utilized various mass media strategies to convey this valuable message to every door step of the country. This Street Drama Performance is yet another effective mode for educating the general public.

Pioneering the best practices of professional plumbing culture, attributed by NVQ compliances, the GKWSP PMO is serving in the capacity of a Helmsman, steers the NRW preventing strategy for the conservation of treated pipe-borne water. The project at its growing maturity with the blessings of completion of Phase I stage I, has been anticipating gradual return-on-investment since inception, while adhering to the main objective, “to establish a proper pipe laying practice within NWSDB in concentrating within the given criteria”.

Under the Stage II, the scope ensures accountability on maintaining safety, wastage, proper tool handling, utilize branded & superior accessories, plumber activity check list, self-quality assurance, consumer feedbacks and managing stakeholders, initiating the line excavation to utility service handing over at consumer premises.

Those well documented annexures provided for the Pilot Programme is a comprehensive literature prepared by the technical and administrative teams of GKWSP, are composed of specifications, safety arrangements, technical drawings, BOQs, bidding documents and terms & conditions. Each piece of information carries in depth guidance to the contractor or the technical person or any stakeholder including the potential consumer. The whole purpose of providing declaration formats for pipe fitter/contractor and consumer (checklists) ensures that all tasks are done in a sequence, adopting proper methods and tools. And also it avoids contradictions between the two parties while consumer receives a quality Goods and Services at the end of handing over of the utility at expected standard.

The House Connection Report emphasizes that, “In this perspective, water conservation is very important in order to save the national wealth. NRW component in water supply schemes which marked as more than 50% in some areas has to be minimized. If it is possible to save the NRW component, at least for certain extent, the present coverage could be expanded without constructing new water supply schemes which saves huge capital to the nation.” This gives us such an impression, the effort delivered to minimize the wastage while adopting appropriate specifications during the processes defined is extremely important in the present context.
